Meanwhile, health care premiums co-shares will rise from 6 to 7% on July 1, 2011, to 9% on July 1, 2013 and to 12% on the last day. A committee will be convened to work on job training and job preservation. These funds would be distributed in a clear, concise, affirmative manner through state library agencies using a formula  based 50 percent on population, and 50 percent on relative unemployment (similar to the Department of Labor’s Dislocated Worker Program).&lt;br /&gt;&lt;br /&gt;5. Depending upon need and eligibility, a minimum amount of funding per library could offer one full-time library job per branch/building and could potentially support a maximum of five full-time staff.&lt;br /&gt;&lt;br /&gt;6. Libraries play a key role in getting America back to work again.  Nationwide, the library is the only source of no-fee Internet access for 71 percent of Americans. With more and more job applications only being accepted online, the public library is becoming the center of most American’s job searches.&lt;br /&gt;&lt;br /&gt;7.State Library Agencies reported in November 2009 that 77 percent of states cut funds that support local public libraries, which has meant layoffs, staff furloughs, and forced retirements. The Library is a vital resource for the entire city and I know, as a feminist, that women workers typically get less wages and have to fight for them. The librarian is the perfect example of what's considered 'women's work' in our patriarchal society.&lt;BR/&gt;&lt;BR/&gt;With that in mind, I am standing behind my friends at the VPL. I am a patron who believes that librarians are indispensable and are the keys to knowledge for the people.&lt;BR/&gt;&lt;BR/&gt;You have my full support.&lt;BR/&gt;&lt;BR/&gt;Go the distance! But this experienced Library unionist (AFSCME 3092) would point to a historical record of reduced staff turnover with unionization, esp in  "para" areas like circ where work is more physical. Increased turnover means increased training &amp; orientation costs, and lowers staff morale.
