Justification for Librarian Salary

Market Adjustment

Background

Hennepin County and AFSCME Council 5 have entered contract negotiations for the term January 1, 2006 through December 31, 2007. Local 2864 is presenting Hennepin County with some Supplemental Proposals for consideration. (See Appendix A)

Local 2864 is proposing a market rate adjustment of 7% in each step of the salary range in addition to the general wage adjustment for the Librarian job class during each of the 2 contract years.

Local 2864 is proposing for Hennepin County Library to develop, in conjunction with the union, a new procedure for voluntary and mandatory reassignments in the library system.

Finally, the union requests that the Employer shall pay a $2.00 per hour differential to each Employee designated by the Employer to be "In Charge" in the absence of a supervisor.
