Duluth Mayor Herb Bergson said Friday he was concerned about an impasse.
"I suspect we are going to be at an impasse with some of the units before snow falls," Bergson said via e-mail. "We have a firm line drawn for what we can afford and where we need to get to for health-care costs. The taxpayers can't afford going beyond what we can afford."
Snowplow drivers, librarians, zookeepers, road crew members and secretaries comprise 543 of Duluth's 880 positions. [American Federation of State, County and Municipal Employees Council 5].
AFSCME Local 66 leader Ken Loeffler-Kemp disagreed with the the administration's dour assessment.
"I don't believe that it's an accurate reflection," he said. "I'm not sure what his expectations were."
